    They have publicly accessible computers at the public library and you can get a prepaid CC. It's more difficult for those without these things in their home, but not impossible.

    It shouldn't be that difficult. I can't imagine what would happen if you required a CC, email, and PIN to vote. I don't even need those items for auto registration. The bottom line is that these processes make a purchase more difficult. Could you pay with cash and use the dealers credit card? Can you have the software create an email account for you at the dealer? Can the PIN be mailed to you, like credit card PINS are mailed?

    How many times have we heard that the government (i.e. IRS) does not do business over the internet. I cannot submit my heath insurance claims through the web, or fax them forms. Strictly by mail only. (BCBS)

    What's going to happen when you need to pay with BitCoin or Paypal. It seems the General Assembly could have required payments in that form without challenge either. What if confirmations to all this were required to be via instagram, now requiring a phone.

    My bottom line is that no matter how many requirements they impose, you should still have the option do anything with cash, and the USPO.

    Final note (edit): When I have gone to the public library to study or use the net, I am sometimes asked to show my library card. When at an out of town library, getting one is a hassle. Also, there are never enough computers, and there is a time limit. A password and username is sometimes required, that is generated through your library card. So, your activity can still be tracked. So, for a one time use of the public library, it is a PITA as well.

    Edit 1: So now you need three trips to the dealer. The additional trip is for the dealer to give you a list of requirements prior to purchase. Almost like a NFA items. Go to the post office and get pictures taken (i.e. go to the library and get an email and pin).

    That would be nice, but it is not how the instructions read. No matter when you fill out your new application online and get your PIN, it doesn't get submitted until the dealer enters their portion and submits. The part that I don't like is that it says in the documentation that the dealer needs to enter your CC number to the payment portal. And the fact that it says that you need to re-affirm your answers to the questions at the dealer because they may have changed makes me think that it is still going to be two trips to the shop. I am planning to start the process on Sunday for a new purchase. I am hoping for the best but expecting the worst.

    The 7day cooling off period still applies. I.e. Two gun store trips.

    No, your 77r checks don't start until conpleted with weapon information and submitted by FFL/msp barracks. That's when 7 day wait kicks off. And yes to 2 trips to FFL all the time. Nothing has changed in that regard only that you can fill your part out early.

    It appears you now have to present your DC letter when at the dealer to purchase. This is a big change as many folks don't have their original letter. MSP always handled this portion by checking their database

    I noticed this in the users guide when reading it. There is a small caption that says if you claim DC status, you must present your letter to te dealer.

    Dude, my dad is 84 years old. He does not have an email address nor will he ever get one. He does not know how to use a computer or a mouse. I should also add that my father doesn't know what a PIN is and how to get money from an ATM. And he does not have a smart phone, Facebook account, or instagram.

    Maybe I missed it, but how did he get his HQL?

    I only can hope I'm around at 84 years old, muchless going gun shopping. :thumbsup:

    Has anyone listed the steps to buy a handgun in Maryland. This is unusually difficult if you don't have a computer.

    Get online to complete HQL application (What if you don't have one? Maybe dealer can assist)
    Get credit card
    Get Fingerprints
    Get training
    Go to range
    Pay for Fingerprints
    Get Photo (not now, but I'm sure in the future)
    Pay for HQL
    Go to dealer - Pick out gun
    Pay or leave deposit
    Back to computer (Library?) to do Regulated form
    Get Pin
    File paperwork
    Back to dealer in 7 days
    Pick up gun
    Want a second gun in 30 days, get a DC form completed

    I haven't seen my Designated Collector form since I got it. How do they get to change a past practice without some comment from the public? When the GA put the clause in the bill about the Designated Collector, there was no requirement to even have a form. As I recall, all it said was that you had to apply to MSP for Collector Status or some such language.

    This is more Bull and we should start getting on Hogan's case. :mad54:

    As if there were surplus manpower at MSPLD ... now some poor soul will have to look up and send out duplicate designated collector letters.

    I thought that someone posted they asked MSP for a duplicate and was refused with the excuse "we have you in the system so don't worry about it."

    what has changed? they can look up your status as part of the background checks.

    something is fishy here.

    They make changes as they see fit. No reasons needed. All these years a SSN was required now all of a sudden not a requirement. Was it ever really "needed"? Who knows. They can add or delete needed info on a whim.

    I'm pretty sure any ffl that is in business today would have a computer or smart phone that customers could use to do this on the first trip. In fact, the ffl would HAVE to have a device of some sort to do their part. Any ffl worth giving your business to would also be willing to help with the process. Honestly, I don't see this as the end of handgun purchases in MD any more than the HQL was, or the training requirement before it...remember how the instant background check was going to be the end of long guns? :shrug: MD sucks, but it isn't CA or NJ yet...

    Personally, I guess I can be a little more laid back about this anyway. I spent all my gun money before the election. The little I've saved up since then went to my purchase that I should be picking up 12/31. :D (that timing was not accidental) By the time I can afford to buy again, they'll have the bugs worked out of this.

    That part could be problematic...I'm willing to chalk it up to incompetence or a lack of understanding rather than something deliberate and nefarious...for now.

    I bet LD is going to be very busy this week...

    ...and...I just had a realization. This goes active 1/1/17? On a Sunday...a holiday Sunday? Who's going to be working (and not hung over) for that?!? :shrug:

    MSP LD has scheduled extended hours on Sunday so they are at least making a plan.
