I have been looking for info regarding the hbar law, but can't seem to find something comprehensive or solidified.
What are the current barrel laws on an AR 15 build? Does the recever need to be marked hbar?
Does the barrel just have to be marketed as "heavy profile" or hbar?
Can you create an AR pistol and convert it to a rifle legally?
    Please help clarify.
    Thanks guys

Per MSP guidance the barrel needs to be either marked HBAR or advertised by the Manufacturer as HBAR.
You can legally convert an AR pistol to a rifle provided the OAL of the barrel is <16" or you submit NFA paperwork to make an SBR with an OAL of 29" or greater.

So I can convert an AR pistol with any profile to a rifle without filing NFA paperwork as long as the OAL is less than 29" and the barrel is less than 16"?

No the OAL of the firearm must be greater than 29" to be legal and approved in MD. You MUST submit paperwork to the ATF to make an SBR.

IF the configuration has a barrel length of 16"OAL or greater than no NFA paperwork is needed as you are simply making a rifle.

Okay misunderstood what you posted before... so since the pistol can have any barrel profile, the pistol buffer can be replaced with a collapsible stock while still maintaining the non hbar profile and be completely legal as long as the OAL is 29 inches or greater, correct?

No if you build it into a rifle it must have an HBAR profile barrel. My fault not mentioning that earlier.

Ah, okay gottya, cleared up now...
Can my uncle transfer me a stripped lower through a md FFL?

If you are over 21 and not prohibited yes.

Blue Fins in Dundalk has a special MDS price for transfers.

If you are under 21 it would serve you best to just buy an HBAR and buy a lower reciever when you turn 21 to build a pistol.

You originally posted <16" instead of >16"

That is why he is confused

...provided the OAL of the barrel is <16"...
