What they will do is mandate training and ID card renewal. And allow local police departments to delay and frustrate. Want a permit? This is how Jersey rolls. They have gotten very good at getting around court decisions such as heller. This is why justifiable need sticks. They grant permits to enough people to say they are granting permits.

Yep. The whole issue is rights are 'endowed by our creator' and not for permit nor grants. Right are given nor taken by the government. By Constitution rights are protected by the government. When will the progressives and rest of us really stand up to protect the Bill of Rights?
