    Hydros have to be performed by a DOT-approved/licensed facility, so if you see dive shops that offer the service, in all likelihood they send the bottles out to get it done. I work for Columbia Scuba and we send our scuba tanks to Alarmtech in Jessup. As to pressure ranges, they do fire department tanks with working pressures of 4500 psi so that should cover most common uses.
