    Next question appears to be from a counselor. Violence was normal in one of his "patients." There is a teal racial decide and economic divide. Need to address that first. If blacks keep killing blacks, no one is going to care. Wants to know what the community can do. Nothing actually constructive said here.

    Police chief asking about hope or hopelessness to each victim.

    Women on phone: needs more structure in the home or the appropriate attention/affection. Drugs users in neighborhood. Her husband interacts with her son completely different than the way she was treated. (I think current is better)

    Young man: didn't have anybody to look up to. Drug dealer offers money for hope (I think that is what I heard). Played football in highschool. Also challenged by school, yelling his mother when he got an "A."

    Smith: lack of options from community. Nothing has changed in the community. Under-invested. (Maybe they should stop electing Democrats). Also mentioning disparity in sentencing white and blacks. Mentioned now there is a good Samaritan law for overdosing. If you call on somebody who OD'ed, you won't go to jail.

    Home now. Can't say tonight's meeting was particularly valuable, though the presentations from the guest speakers reinforced that the problem isn't the firearms, but rather it's a social and cultural problem coupled with an economic trap that's difficult to escape. The young man who stayed in school because his mother praised his good grades exemplifies the power of the family unit, while the woman on the phone contrasted that with a broken family where the mother is hooked on drugs, the father is in prison, the grandmother struggles to raise her grandchildren, and four of the brothers get involved in gangs and die as a result.

    And teh of-so-patronizing woman from the mental health group asking him "What resources do you feel you needed in this situation?" He was correct in that he was abandoned by the State. The State's Attorney declined to prosecute (a point I tried to make earlier ... the legislation is worthless if there's no prosecution to back it up.) He was completely ostracized by his family and community for "narc-ing" on a member of their community. Doesn't matter that this person attempted to kill him. Nope.

    I will follow-up with some written testimony, though I don't know how much it'll help.

    More time for dope in pocket vs illegal gun ? Talk to the SA & judges on that one . Prohibited Person in possession of firearm is good for 3 years under state law , let's actually prosecute it .

    In AACO what is the ratio of drug deaths vs violent gun deaths (non-suicide). That might explain how incarcerations are different?

    Reference was to Baltimore.

    Thursday's story from the young man was interesting. After testifying, a brave thing ridiculed by family and neighbors, his shooter was not guilty. SA was his buddy before the trial. Afterwards all he wanted was an explanation.

    I'm thinking jury trial and nullification.

    AA County law committee wants a misdemeanor for failure to use a lock around a child and a reduction in time to report a lost/stolen gun. Apparently the county can do this.

    Discussion was led by Liz's proxy, not a Task Force member, probably not a county resident. No one had a clue on how to get gun crime stats.

    Liz Jr and Sen Beidle agree that closing the long gun "loophole" is critical .

    How can they do that when the state has a preemption statute?

    My guess is that they are going to bring their recommendations to the state level, and try to get laws passed there.

    yep. Not sure what will pass in 2020 with the big fight being the Kirwan money grab (lets make Hogan the boogeyman) plan

    The Virginia State Crime Commission has published a Final Report on Mass Killings and Gun Violence. It is 3 pages long.

    Executive Summary -
    It was determined that inconclusive evidence exists to develop recommendations due to the following factors:
    • Limited availability of studies on particular policies;
    • Difficulty isolating the impact of individual policies;
    • Nature of the evidence from research findings being insufficient, mixed, or contradictory;
    • Methodologies of studies being limited;
    • Bias associated with particular studies; and,
    • Unavailable or limited data.
    I will be forwarding a copy to the AACo GVPTF for their consideration.
