My guess would be some kind of reservoir detachment. Liberty Reservoir is city property.
Maybe I'm an idiot, but if you were in Carroll County, I didn't think anyone but that county or State Police could pull you over.
Not a problem, just curious if it had not been a warning, would you fight a ticket you know you were at fault for?
Wasn't mta police, yes they can write if a traffic infraction occurs in an officers presence.
Mta police would be my guess.
I don't think they can do anything in Caroll Co.
I had a friend that would do the same thing untill one day he pulled over a real LEO. Brazen, YES. Will these guys do it, All the time! The guy I knew that did it often had a badge he got from somewhere that looked very real. He had some small car and would pull up next to whoever did something he wanted to give them a hard time about as if he was a LEO. He never had anything the looked like a ticket, he would just walk up to the drives sitting in the cars and tell them about why he pulled them over and for them not to do it again. Yes, this guy was crazy. But it happen all the time.Merlin... awfully brazen! He initiated the stop in broad daylight, with many drivers in full view.
