Simply, as has been stated before, because he has stated he is supportive of carry.

But he has never committed to a timeframe, despite the "day one" misconception some folks are so eager to hang on to, because there are much bigger fish to fry.

I will tell you now, Hogan isn't going to do anything. He is currently following Ehrlich to a T. If anyone gets a word with him I guarantee his answer will be to say be patient, I made no promises, or I'll do it in my 2nd term.
