My guess is that's where the confusion is. He was arrested at 15 I think so there might be some old data floating around. I wonder if they take updated photos of people when they're in jail?

Yes photos are taken of inmates in jail/prison periodically as ID cards are issued or for major changes in appearance. The media may not have access to those photos though. Most cases I have seen the photos in newspapers were from the initial arrest. If that is the case in this situation this guy may look quite a bit different now. It is possible, may be even likely that this photo is a recent one from DPSCS to aid in recovering the fugitive.
