I use nightcrawlers with a piece of frozen corn on the hook point in as low light as possible for stockers. The corn thaws quickly for hooksets but protects the hook somewhat from snagging structure.
A few years ago, I caught two 15-16" stocked Rainbows out of the Patapsco using Powerbait and smaller worms. Use a slip sinker to get the bait on the bottom of the river. Sometimes you can see big trout just holding in the water, but it has to be just right for them to bite. Too bad you can't bowfish for trout!
