The only way I could see them doing this would be similar to the requirement of all firearms to have microstamping, and each cartridge to have serial number also but what about reloading.

It's been said a lot before, but just to address the situation one more time:

Ammo manufacturers are cranking stuff out at max capacity.

The suggestion that they buy more machinery to make more ammo more swiftly has two drawbacks:
1. It takes about a year to make the machines that make the ammo, so there's no help there, and
2. If I was an ammo company looking at the current political scene, I wouldn't invest millions of dollars to increase production of a commodity that will probably be restricted by the politicians, thus rendering my expenditure useless.

My advice: wait it out, and when (and if) we move into a less repressive political scene, start buying it cheap and stacking it deep. This has been said over and over again, and I repeat it, for truth. You've been here long enough to have heard it more than once.
