    Not that we should be surprised that sh*t like this gets proposed, but here are the highlights:

    • Instituting a total, confiscatory ban on the possession of “large-capacity magazines” – even legally-owned “grandfathered” magazines and those that are possessed by active and retired law enforcement officers;
    • Adding severe and expensive new restrictions on ammunition purchases, including a mandatory DOJ ammunition purchase permit for anyone who wants to buy ammunition, a ban on private ammunition sales, and a gun owner database of ammunition purchasers;
    • A ban on the private purchase and importation of ammunition from out-of-state retailers;
    • Requiring all ammunition sellers to acquire a special DOJ ammunition sales permit and to have every employee that handles or sells ammunition to have a DOJ-issued Certificate of Eligibility;
    • A $25 Million theft of fees paid by gun owners to fund the new DOJ ammunition program;
    • And other gun control regulations that have already failed passage in the Legislature or were vetoed by Governor Jerry Brown.

    Ugh, this isn't even a bill, it's a ballot initiative.

    Interestingly, it doesn't outright ban internet ammo sales, but forces them to be handled like a face-to-face firearms transaction at a fee that the CA DOJ seems to set - according to this ballot proposal, if you are a licensed ammo vendor, you cannot say no to a transaction. You must carry it out at the DOJ's pricing. The DOJ also gets a fee for their own services.

    If the CA DOJ were feeling particularly clever, they could screw over every FFL in Cali by setting the transaction cost to a dollar and force the local ammo licensees to take losses on every transaction.

    I doubt this sort of thing would stand up to judicial scrutiny, but DC seems to have gotten away with it for years, so who knows?

    This goes way beyond gun control.

    They want to control who has ammo and how much they have. This new law will make buying copious amounts, anonymously, for long term storage much more difficult.

    California/Southwest could be the next Fort Sumter if those areas don't start getting their s**t together.

    And it doesn't matter if the populace votes against this bill. It will be taken to court, the populace will be found stupid, and law will be implemented.

    How would they do that? How can a court institute a law/legislation? I was under the impression that courts can only strike them down.
