So in essence, if your friend isn't coming or going to one of those aforementioned events and the unloaded gun is being transported in his car, he's breaking the black and white "letter of the law". You can't "legally" transport an unloaded gun in your car simply because you can legally carry it for personal protection in a neighboring state.

Your friend would be better off avoiding MD in its entirety.

If his destination was someplace in Maryland, then yes, these restrictions would apply. But it sounds like he isn't planning to stop while in the "Free" State, so he'll be fine as the OP described.

Since he is traveling from WV to PA he is covered under FOPA 1986.

He needs to have the firearm and ammo in a locked compartment, not accessible from the passenger compartment OR the firearm or ammo in a locked container. I think either way, ammo and firearm need to be in separate containers.
