    Confirming for a friend in West Virginia who legally CCWs and is traveling to PA where he has a PA NR license. His route from WV to PA requires him to cross through MD for a few miles. Even though he is not stopping in Md during that short time driving, he must pull over before entering Md, unload and store his firearm before entering Md, correct? Licensed in one state and traveling to an adjacent licensed state on a Md Interstate does not help him I believe. Thanks....

    Right. MD honors NO other states' permits. He'll have to follow FOPA rules as he passes through the state.

    From Section 4-203 - Wearing, carrying, or transporting handgun: (4) the wearing, carrying, or transporting by a person of a handgun used in connection with an organized military activity, a target shoot, formal or informal target practice, sport shooting event, hunting, a Department of Natural Resources-sponsored firearms and hunter safety class, trapping, or a dog obedience training class or show, while the person is engaged in, on the way to, or returning from that activity if each handgun is unloaded and carried in an enclosed case or an enclosed holster;

    So in essence, if your friend isn't coming or going to one of those aforementioned events and the unloaded gun is being transported in his car, he's breaking the black and white "letter of the law". You can't "legally" transport an unloaded gun in your car simply because you can legally carry it for personal protection in a neighboring state.

    Your friend would be better off avoiding MD in its entirety.

    I'm pretty sure the below doesn't apply for this friend, as he's simply traveling *through* Maryland. That's covered by FOPA instead. If his destination was someplace in Maryland, then yes, these restrictions would apply. But it sounds like he isn't planning to stop while in the "Free" State, so he'll be fine as the OP described.

    Sounds like it’s a good idea to plan on some “formal or informal target practice” with a friend in PA. :)

    Maryland law does not apply to a trip that dos not start or end in Maryland. Since his trip begins in WV and ends in PA, you would be incorrect. Also, as mentioned above FOPA would be active in this case.

    In a few years it won't matter what he does. The way MD is cracking down on the police they will all be retired or quit by then.

    He needs to have the firearm and ammo in a locked compartment, not accessible from the passenger compartment OR the firearm or ammo in a locked container. I think either way, ammo and firearm need to be in separate containers.

    Thats what I thought, but does that work for New York City as well?

    You cannot be stopped if you never touch the ground. If acceleration is started heading straight north from martinsburg he will be able to clear the Potomac and the narrowest part of the MD panhandle.
