If I were police, I'd use the baggie as grounds to perform an illegal yet consented to search.

I'd use it to perform a parachute drop from a 9 story building dropping onto the criminals shoulders during the commission of a felony. I'd then say something white while conducting a dynamic arrest.

The same way that Maryland considers prohibited on the basis of what the Md potential penality would be for a crime , regardless of thw penalty in the jurisdiction where actually occured.
