Different dealers/manufacturers in the area specialize in different things. I can unreservedly recommend Ted at Engage as a stand-up guy and friend. Also, Marlon from Practical Defense can supply most cans at good prices (he's on the boards here) and all the locals here will transfer from him.

They have been legal for as long as I can remember...so long as you file the proper paperwork and pay the $200 tax stamp to the feds.
The easiest way to answer this is to say that suppressors have never been illegal in Maryland. At least not that I have ever heard of.
