Guy says he wants restrictions removed because he wants to be within the law and doesn't want to have to prove he is conducting business.
He should have said, even though I may not be conducting business, I would be recognized as someone who makes large deposits, and even though he might not be carrying money, bad people would no know that.

This applicant is terrible. The Judge just convinced him that his restrictions are ok.
