Gen 5 Glock 17 LE trades

Posting this more of a curiosity than an actual deal. How is it possible that SOS has unissued G17 Gen 5 LE trades? A deptartment ordered them and decided to go a different route? The price is high but they have night sights.

This seems crazy to me.

I am guessing that since they were originally sold to the police department, they can't advertise them as truly "new", even if they are "new in box".
