I was able to look over a Zenith HK clone recently. They accomplish the semi auto goal in a different manner. There's a block riveted/welded in the receiver to block the usage of a full auto bolt carrier. Sort of f a bummer for guys with a registered pack or sear looking for an inexpensive host.

Just as an FYI this is a technique a lot of builders do on parts kits builds. You weld in a blocking bar or press a slot then mill out a corresponding slot or cut a piece of the converted semi bolt. This is much easier then turning down some of the hardened bolts when using reduced tubes.

Typically though you have to modify the trigger group as well to be semi only. Clever that zenith has gotten away with not having to cut the slot on the trigger pack. Guessing ATF said with the blocking bar the trigger pack is useless.
