    I've read through the FAQs, but I'm still confused. If I sell my SBR (on a Form 1) to another Marylander, does the sale have to go through a NFA dealer? Or can the buyer do the Form 4 themselves?

    I don't know, but it might have to go through a dealer or MSP since it would be treated like a handgun under MD law and thus require the HQL. But in terms of federal law you could technically do the transfer direct on a Form 4.

    If you both are residents of MD, then it can go directly to the buyer on a form 4. No need for a dealer to get involved.
