I've read through the FAQs, but I'm still confused. If I sell my SBR (on a Form 1) to another Marylander, does the sale have to go through a NFA dealer? Or can the buyer do the Form 4 themselves?

If you both are residents of MD, then it can go directly to the buyer on a form 4. No need for a dealer to get involved.

Additionally, after you have the approved stamp, you will have to do a 77R at a dealer or MSP.
You are correct on that, forgot about the 77R thing.
