Looks like a "Hollywood" gun. The restricted FS is to allow planks to properly cycle. Notice, the FSB is pinned with roll pins. That ain't Hoyle.

Also, pinning a FS isn't enough. It has to be welded over too.

The attachment for cycling blanks goes into the flash suppresor and locks. But it's made for standard barrels and flash suppresors as in you just need to add the attachment and no other modifications are necessary. This isn't a blank firing adapter as the faux flash hider is behind the muzzle and wouldn't plug the barrel to increase gas pressures to cycle the action when blanks are used.

It's simple. During the Clinton AWB , and to this day in certain states , people prohibited from actual flash hiders don't want their rifles to look nuetered aka funny looking .

During the Clinton Ban Era a company or two did submit muzzle flash photos of firearms shot with and without a muzzle device on it. If the flash signatures were similar ATF classified them as something else.

I am curious how about how the posters can tell how the subject device in this thread is not a true flash hider. Historical, configuration...?

I believe this is a 94 AWB Era Upper. I dont think barrel is threaded. I have seen these before. The barrel is turned down and a non threaded muzle device is slipped on, then a pin bore is drilled and a pin is added to secure the muzzle device.

And no bayonet lug...so it's probably one of the "safe" ones that's trying to look mean. I bought my first AR under the Clinton Ban...HBAR, no flash hider (or even threads), no bayonet lug, fixed stock...none of the things that make it "killier." It's so safe, I should be able to take it to school with me, right? ;)
