    Earlier today, two Howard County police officers were involved in a fatal shooting in Mt. Airy, on the Frederick side of the county line. The Howard County officers were in Frederick County as part of a multi-jurisdictional investigation into a series of ongoing burglaries.

    Officer involved shooting in Mt Airy today. I must have driven by this right after it happened, or as it was happening. I wish I had looked over when I went by to know.

    Any day a serial burglar takes a dirt nap is a fine day by me.

    I'd like to know more about the investigation though. It sounds like they had a suspect in previous burglaries, and followed this guy until he did it again. Anyone have any insight on HoCo PD?

    What do they say, things like that never happen around here. That was right around the corner from where I live. Not good, but glad they got em.

    Glad the officers are ok. As the article indicates, after ramming a police vehicle, the suspect tried to run over three officers on the street.

    What I found strange is Fredrick cnty instructed the Howard Cnty officers to do a traffic stop. Would that be legal under MD law unless they were made special deputies in Fredrick Cnty? since they were out of their legal jurisdiction. Just food for thought....

    I learned in elementary school that you do what the Police tell you to do. So I'm good with this.

    I'm going to guess the HoCo units probably were asking for a FredCo deputy to initiate the stop, and one wasn't immediatly availible hence the "instructed".

    Evidently the HOCO unit was unmarked crew working a multi jurisdictional task force in the area when they spotted the van apparently involved in a break in. They I guess contacted Frederick Co for permission to do a stop on the vehicle. At some point the driver of the van attempted to ram the patrol car then headed towards 3 officers who were outside their patrol cars when two of them fired on the van.

    Shyann B. Outen, 28, of the 11800 block of Bethesda Church Road in Damascus, is charged with one count of first-degree burglary and one count of theft $1,000 to $10,000. She was being held without bail at the Frederick County Detention Center with a bail review set for 1 p.m., according to electronic court records.

    Outen was the passenger in a vehicle that allegedly tried to run over two Howard County Police officers conducting a burglary investigation Monday in Mount Airy, which led to police shooting and killing Cody Ethan Miller, 26, of Damascus, who was driving the vehicle.

    The question still is if they contacted Fredrick Cnty to do the stop and were told by Fredrick Cnty to go ahead and make it, did Fredrick have the authority to tell Howard Cnty officers to go ahead and make it? Further if the Howard cnty officers are not sworn officers for that jurisdiction were they legally to make that stop? They only way I can see them being allowed to operate like that is they are operating under a signed Mutual Aid MOU that was done before hand between the two counties.
