    What you can still do in PA with the Utah, or any permit, is conceal in any vehicle then Open Carry once you are outside the vehicle.

    Wait...I can still OC in my car with only a non-resident Utah permit? Even though the Utah non-resident permit is not recognized by PA?

    That just boggles my mind. I'm happy about it, but it is still mind boggling.

    You can conceal in any vehicle with any states permit.
    18 Pa.C.S. § 6106: Firearms not to be carried without a license
    (b) Exceptions.--The provisions of subsection (a) shall not apply to:
    (11) Any person while carrying a firearm in any vehicle, which person possesses a valid and lawfully issued license for that firearm which has been issued under the laws of the United States or any other state.

    Yep. Because the PA statute says a permit from ANY state, making OC in the car legal with any permit. The AG can't change a statute thank God.

    Perhaps it is clearer if you replace your own word "conceal" with "carry" which is the word used by the statute.

    Well that sucks .... I went to PA today and left my gun home. was under the impression you could not carry in vehicle without a PA state permit. Currently I have a MD & UT permit and I am waiting to hear back from PA. I was told it can take up to a week, I should hear something this week.

    Some counties issue the permit same day.
