Not sure why an FFDO needs to carry outside the cockpit. Contrary to what some like to tell people, they are NOT Federal Law Enforcement.

This could be interpreted wrong, as only LEO needs to carry a gun. I'm sure that's not your intention- honestly.
An FFDO, as an ancillary voluntary duty to your pilot job, does not need to have a carry permit when not working.
He's looking for a reason, because he can have a pistol inside the cockpit, as a reason to carry outside of work.
He's not at any extra risk outside of the cockpit, the need to carry. Terrorists are not following pilots.
I'm not saying citizens don't need the right to carry.
