    We also got Del Clippinger's crime study bill. HB1629

    And, we got a lot of bills (not 2A-related) passed that none of us can fully appreciate until the pain of them starts hitting us in the wallet.

In the middle of a nationwide pandemic, Democrats shut down debate on a bill that creates a constitutional amendment to change the budget process that has been in place for over 100 years. This bill will require a voter referendum, which contains misleading language. What this bill does is removes budgetary authority from the Governor and transfers it over to the Legislature. This is 100% a back door power grab by the Democrat-controlled legislature, a legislature that has bankrupted the state twice in Maryland history. The bill allows the Legislature to sidestep the Governor's budget by giving themselves more power. This is a backdoor attempt to shift money from other areas of the budget to pay for Kirwan and to fund other areas of the state they control politically. It's wrong, and they are trying to sneak it through while no one is watching. I will be voting NO on this

    This only occurs if Gov Hogan signs the bill into law.

    It's time to call and leave messages on the Governor's machine like we did last year with SB1000.

    I think what Del Matt wrote would make an EXCELLENT message for each and every one of us on this forum to read into the answering machine.

    A House committee sent Senate Bill 1028 to the floor that would give lawmakers more budget authority and the governor line-item veto power. Voters would ultimately decide the fate of that bill through a ballot question in November. If approved, it would take effect in 2024.

    "This bill essentially takes away the checks and balances that the governor has on our budget. It will give full discretion to the Legislature, defund certain things and fund other things without any oversight from the governor, real oversight," House Minority Leader Nic Kipke said.

    "We are not going to take power away from the governor. If we didn't put a line-item veto in the measure, I could see their argument, but we are not," House Appropriations Committee Chairwoman Maggie McIntosh said.
