This is probably the most comprehensive study of concealed carry in the 50 states ever conducted. I've reviewed most of it, but there is a lot of detail. It's hot off the digital press and current.

It was written at the request of Congress and in response to the proposed National Reciprocity law in Congress.

Of particular note to us, Maryland is one of nine "case study" states, along with Virginia, California and Florida. It breaks down everything from the number of permits issued in 2011, to the actual physical characteristics of each state's card.

Another interesting tidbit: most in the gun community have been using 6.8 to 7 million as the number of active permit holders in the USA. The actual number is more than 8 Million and that number does not include a count of carriers in states that do not require an actual permit to carry.

Read it. It's full of good info that both sides will parse and play with. But I think overall it shows how out of sync MD and CA are from the majority of the nation.

With a population over 4 mil, MD has only issued 12,000 permits (page 16 of the report) :sad20:

In the past 9 months (8 1/2 really), WI with a population of just under 6 million has issued over 120,000 licenses. (including mine :innocent0)

You boys need to vote your batch of losers out and get some that are more with it!

    Interesting find:
    GAO Report pp. 24-25 said:
In Arizona, California, Louisiana, Maryland, Texas, and Virginia, issuing authority officials reported that they receive an automatic alert if permit holders are arrested within their state, which they refer to as “rap back.” The issuing authorities in these states then review the charges and take appropriate action, to include revoking of a permit if warranted.

Didn't MD, in their briefs to both CA4 and Judge Legg's stay issue, claim that it would be too difficult to revoke permits due to alleged future illegal activities by holders?

They also said the stay should hold because it would harm the permit holder if the 4th reverses and then MD has to yank their permits.

What they really meant was that if they issue permits, they would have a serious political problem trying to yank permits even if the 4th reversed. They know it, I know it, and we all know it.

No state has ever reversed shall-issue. Not even come close. Maryland might be the first/special case of "forced" shall-issue, but I think everyone agrees it is not reversible. The politics won't support it. Especially when certain groups initiate a massive outreach to get traditional liberals demographic groups to "exercise their civil rights" and get permits... :innocent0

    And that has already started.
