    Smokeless propellant is not an explosive.
    It's not a high explosive (supersonic detonation wave) but a low explosive (i.e. subsonic det wave velocity a.k.a. deflagration). It is still an explosive by DoT, Army, and Navy definitions, but can legally be transported and stored as if it was not, in small quantities.

    And, technically, under the right pressure and temperature conditions, or if sufficiently shocked, nitrocellulose can do a def to det transition or detonate right from the start.

    If you want to get picky , the Primers are .

    But seeming their poorly worded legislative intent was to differentiate between things that go Bang vs air guns .

    IANAL but that reg would seem to violate MD preemption which is being litigated according to MSI

    Never said they were smart or consistent . But I guess I could carry my full auto AR BB gun in the trunk there .

    The problem is not the MGA. It’s Mo Co violating MD preemption

    The DNR statute allows unloaded carry of a long gun in a vehicle regardless of location

    MSI is litigating this
