This is probably just cover for Bloomturd and his minions to conveniently slip the statistics they so desire to make legitimate onward to the Maryland State Police. I hope I am wrong. But, given that the bill does not have any budget associated with it, the MDSP will be taking this out of their existing manpower. That makes a convenient well-packaged solution from an external party that much more attractive.
