    not suprising, why would anybody in the poorer areas and who already has a gun go out now and spend money to register one ....

    I suspect there are more guns in the high crime areas than low crime areas.
    The article is about who actually registers them.

    The point of the article could have been in low crime areas people follow the law. In high crime areas, where the shootouts happen, the law does nothing to stop criminals. That would be a bit to logical and pro-gun though.
