    It still has to have the mayor's signature on it. It is possible Fenty is tired of being sued and may not sign it because the training requirements may not be able to be fufilled since no one may be able to give it, or if it is given out of the District, a lot of people will not be able to take it. It is an undue restriction that Fenty may feel DC may lose on agian and who knows, he might send it back to the council for revision.

    He at the urging of his "familiar", Nickles, will sign any anti-gunowner bill that gets to his desk.

    I had no idea all this stuff was in the bill.

    It looks like these bills were voted out:

    To amend An Act To control the possession, sale, transfer and use of pistols and other dangerous 5
    weapons in the District of Columbia, to provide penalties, to prescribe rules of evidence, 6
    and for other purposes to change the definitions for the terms firearm, machine gun, 7
    pistol, and sawed-off shotgun, to provide definitions for the terms shotgun and place of 8
    business, to make discharging a weapon without a permit from the Chief of Police a 9
    misdemeanor offense, to prohibit carrying rifles and shotguns in the District except in 10
    limited circumstances and to provide penalties for violations of the prohibition that are 11
    equivalent to those for unlawfully carrying a pistol, to allow for the transportation of 12
    firearms in limited circumstances, to repeal the authority of the Chief of Police to issue 13
    licenses for the carrying of pistols, and to change the waiting period for delivery of a 14
    purchased pistol from 2 to 10 days; and to provide a savings clause with regard to the 15
    revised definitions.

    To amend the Firearms Control Regulations Act of 1975 to revise the definitions of the terms 12
    firearm, machine gun, pistol, and sawed-off shotgun, to add definitions for the terms 13
    assault weapon, intrafamily offense, magazine, and place of business, to provide a self- 14
    defense exemption for temporary possession of a firearm registered to another person 15
    within the registrant’s home, to provide for the registration of pistols for use in self- 16
    defense within the home, to prohibit the registration of assault weapons and certain 17
    designated unsafe firearms, to increase the time period for which convictions for drug 18
    offenses and certain assaults disqualify a person from registering a firearm from 5 years 19
    prior to the application to 10 years prior to the application, to provide that a person who 20
    has been convicted of an intrafamily offense within 10 years of application shall be 21
    ineligible to register a firearm, to provide that a person with multiple alcohol-related 22
    offenses within 5 years of application shall be ineligible to register a firearm, to provide 23
    that a person who has suffered from a mental disorder within 5 years of application and 24
    has a history of violence shall be ineligible to register a firearm, to clarify that the Chief 25
    of Police may require an applicant for registration to receive training and pass testing on 26
    the use, handling, and storage of firearms, to provide that applicants who have had civil 27
    protection or foreign protection orders entered against them shall be ineligible to register 1
    a firearm while the order is still in effect, to establish a registration limit of one pistol per 2
    registrant per 30 days, to require a ballistics identification procedure as part of the 3
    registration process and to authorize the Chief of Police to assess a reasonable fee for the 4
    procedure, to clarify the process of revocation of a registration certificate, to authorize 5
    the Chief of Police to discount registration fees for applicants who successfully complete 6
    safety and proficiency courses, to provide a process for the renewal of registration 7
    certificates, to prohibit large capacity ammunition feeding devices, to provide that 8
    firearms dealers must notify the Chief of the theft or loss of any firearms or ammunition 9
    from their inventory, to add an additional reason for revocation of a dealers license, to 10
    provide that semiautomatic pistols manufactured and sold in the District be 11
    microstamped, to prohibit the sale, transfer, ownership, or possession of designated 12
    unsafe firearms, to clarify the firearms storage policy, to establish penalties for the 13
    reckless storage of a firearm accessible by a minor, and to provide that the District of 14
    Columbia and private persons may prohibit or restrict the possession of firearms on their 15
    property; to amend the Assault Weapon Manufacturing Strict Liability Act of 1990 to 16
    change the definition of the term assault weapon to conform it with the definition used in 17
    the Firearms Control Regulations Act of 1975; to provide a savings clause for actions, 18
    proceedings, and prosecutions commenced before amendments made by this act. 19

    The law became code when Congress refused to dissapprove it (when Congress takes no action after so many months it becomes law, they do not have to approve it).
    NOt sure if they still have it up, but the law the MPD has on the registration page is the wrong act number. The one which became law (act) is another number, but with the same wording IIRC.
    Last I looked about a few weeks ago, the MPD still had the wrong bill or act number listed.
