It's retail politics at its best (or worst). MS13 members may not vote much, but their fellow-travellers are an identifiable constituency in the fleshpot counties. I know - I live in one.
I believe they think because we own firearms, and they take from us, we are the armorers for the gangs.

PS. I know we who met at the Statehouse Monday night witnessed Mike Miller escorted by his security personnel which we certainly can argue will be enough to keep him safe in his travels.
However, I don't have enough money to afford an armed guard, so how can I have fewer rights to my own safety than our elected officials?
County Executive Steve Schuh made the announcement Monday as county officials touted a $550,000 grant from Gov. Larry Hogan to combat gangs. The Annapolis Police Department was given $285,869, according to the Office of Crime Control and Prevention, which awarded the grants.
The grants are part of the governor’s Maryland Criminal Intelligence Network, or MCIN. It will include 13 other municipalities and counties to make what officials say will be more cohesive communication and data sharing to curb gang-related crime.

I feel like every Politician nationwide who votes for sanctuary, for gun control, for no border wall and for not allowing
ICE to deport these criminals should first get these news reports piling up on their desks, then have these vermin infest their homes like rats. Then let's see how they do as disarmed regular Joe and Jane public.
