Weird. They print a URL on the jig, but it looks like a parked domain. And it's not listed on the Polymer80 site. Sure looks a lot like theirs, though.

If one buys that lower, approx how much would the parts be to complete the build?

About $500 will get you a complete factory slide and a lower completion kit. Nobody builds one of these to save money.

If buy everything from glockstore then 489.99 + shipping
The price is higher than just buying a complete gun. But like others have said you don't build one to save money. I built a p80 for the learning experience. I didn't have any idea how my other two stock Glocks worked until I built one myself.

"Recently a new G43 aftermarket 80% pistol frame kit was released to the public with components resembling Polymer80 components such as the frame design, jig design, locking block rail system and rear rail module. This is not a Polymer80 product nor is Polymer80 affiliated with the product design, manufacture or sale in any way.

Polymer80 has no further comment at this time."

    Reads kind of litigious...

Kinda reads to me like "If this frame blows up and takes some fingers with it don't call us" In a litigious way :)
