  • So here's the hypothetical.
    A pistol purchased face-to-face in MD, say, a couple decades ago. No paperwork. Cash. All assuming good-faith clean product.
    At what point in time did personal transfers of pistols become illegal?
    Should such pistol now be in someone's collection, was there subsequent legislation that required that pistol to be registered with MSP? Date?
    Is there a time before which those transfers were grandfathered?

    Private unregulated, face to face sales of hand guns and regulated long guns be came illegal starting 1/8/1996

    No, only if you moved into Maryland on or after Oct. 1, 2013

    Yes, private face to face sales before Oct. 1st, 1996, are grandfathered in and do not require registration after Out. 1, 2020

    That would be Oct 1, 1996 for private secondary sales of handguns . Not sure what the 1986 is referring to?

    There is NO requirement to "register" a handgun bought face to face before that date. It is perfectly legal to own and use.

    Likewise if you moved to Maryland before October 1, 2013, there is no requirement to "register" any handguns you already owned when you moved here.
