    The whole country is in an existential battle over the principles that made it great, with 2A being the lynchpin. MD isn't unique in that position and even John Hickenlooper shades his 'gun safety' positions to the right when votes count, so why the purist stance on 2A when referring to Hogan ?

    The latest ruling from the 9th circuit court directly ties military type weapons to the 2A. I don't have the article handy, but they voted that the CA mag ban was illegal as written. Yes, the 9th actually said that firearms and their accessories that have value to the militia could in fact be exactly what the 2A would protect.

    It may make it to the SCOTUS and it would then be interesting to see if they will take on the case. Hold on to your hats boys and girls. I think maybe some folks in long black robes actually read the Constitution.

    Re-electing Hogan does little more than kick the can down the road another 4 years.

    He has higher political aspirations. He will do as little as possible for the pro 2a folks because he knows that is a non-winner in MD. Plus he does not need to so long a pro 2a folks are not willing to hold his chubby little feet to the fire.

    He promised seniors a reduction in the taxes on our retirement income. I guess that was the couple bucks I save on my EZ Pass. :mad54:

    What should we expect from a Republican governor in a deep blue state to say to a gathering of students from Great Mills ? He's fighting for every vote while his Socialist DemocRAT opponent is making serious position errors. Let Jealous dig his own hole without jumping in it with him. And, Bezo's WaPo is no friend of 2A, so headlining this is par for the course.

    I have proof that Hogan is on 'our side'. Just like Brown's ill-fated playground video, these 'gotcha' attempts to pigeon hole him on 2A will backfire.

    Hold your nose if you need too, but vote this November ... and vote for Hogan. Much like the choice between voting for Trump or not voting at all in 2016, dissing Hogan is political suicide. We can 'mold' him once he's a lame duck ...

    And don't get me started on the Attorney General election ...

    In 2014 when I was in Annapolis until midnight testifying in front of the House Judiciary Committee on all of the gun bills, someone from Hogan's camp came through and gave us all stickers to wear that said "Hogan supports CCW" or "Hogan supports 2A" or some such lie like that. Like a sheep I proudly wore my sticker when I sat next to Bolts at the table as he gave his demo on how to defeat GPS devices on guns, and I wore it through all my testimony that day and evening. I left the state before the election, but I donated a lot of my money to Hogan, I went to war on social media for him, and for what? He doesn't have the balls, or the desire, to stand up to the MGA when it comes to gun rights. He runs from 2A questions and berates the NRA, of which I am a life member. I'd rather have Hogan come out and say he is anti-gun, instead of saying he supports the 2A to your face while stabbing you in the back.

    As far as Hickenlooper, he is to the right of Hogan, I'm sure of that. Democrats in Colorado are angry at Hickenlooper and say he is too moderate. I will not be surprised at all if there ends up being a third party Hickenlooper / Kasich ticket for the 2020 presidential election.

    After the two bad gun bills in Colorado before I got here (universal background checks and 15 round mag limit) several state politicians were recalled. Hickenlooper apologized publicly for signing the bills. No gun control measures have passed since, but there was a bill passed last year that allowed the carry of automatic knives in the state.

    I plan on voting for Hogan, however I don't think he will veto any firearm laws that show up on his desk to sign. He can give two reasons for not signing; MGA is a veto proof majority and I don't really like firearms or the NRA.

    The only candidate who openly stated that he was Pro 2A and was in favor of shall issue was David Craig. That's who my wife and I voted for in the primary that year. Hogan was never more than "do no harm".

    just the facts

    The Governor has the authority to change what constitutes "good and substantial" reasons for a carry permit.
    It currently is entirely in the discretion of the Dept of State Police. There is no change to law required because the regulations do not define or specify in any way what 'good and substantial' is.
    It's a judgement call by the Secretary.

    Regs:
    COMAR 29.03.02.03
    Eligibility.
    B. Investigation Criteria. The following areas will be a part of the investigation of every applicant and will be considered by the Secretary in determining whether a permit will be issued:
    (12) The reasons given by the applicant for carrying, wearing, or transporting a handgun, and whether those reasons are good and substantial; and

    Law:
    PUBLIC SAFETY
    TITLE 5. FIREARMS
    SUBTITLE 3. HANDGUN PERMITS
    § 5-306. Qualifications for permit
    (a) Subject to subsection (c) of this section, the Secretary shall issue a permit within a reasonable time to a person who the Secretary finds:
    (6) based on an investigation:
    (ii) has good and substantial reason to wear, carry, or transport a handgun, such as a finding that the permit is necessary as a reasonable precaution against apprehended danger.

    The Maryland Attorney General may be able to cause trouble, but it's not apparent he has the authority to sue the Governor, or have any real effect on how the Governors administration interprets or acts on regulations.

    The General Assembly's Joint Committee on Administrative, Executive, and Legislative Review (AELR) does have oversight of the administration actions on regulations. The Democrats there would probably object to anything in writing, or a real change in policy by the State police. But all they can do is have a hearing, and threaten new legislation (i.e. define 'good & substantial').

    This is what I think Hogan will do in the future too, if he has political aspirations past being MD Governor (President or VP). While he might have a shot at becoming Senator in MD running as a Republican, he's not running against Cardin in this year's election (so next time that seat is up for election is 2024) and would have to wait until 2022 to challenge Van Hollen. Maybe this is his plan after winning a second term as Governor. It wouldn't be an easy race to win. Van Hollen is much more liked and capable relative to Jealous.

    Otherwise, if interested in the 2020 Presidential race, he would have no chance in a Republican primary. He can rationalize that he did what he needed to do in a blue state to protect Republican policy positions, but many GOP voters outside MD won't believe him, or trust him in the future. Instead, unless he flips to the Democratic party and they get rid of the socialist/communist faction, he'd have to run as an independent, and run on the angle that he's a candidate that can unite Democratic and Republican party voters. I agree that Hickenlooper and Kasich might be other instigators in forming a (or co-opting a current) third party, and wouldn't be surprised to see Bloomberg and maybe even Clinton joining this movement.

    I'm simply beyond supporting someone just because he or she is a Republican. The Republicans of this state aren't organized. They don't know how they can use their power or influence. Hogan knows he can't be elected without the Democrats, but it's equally true that he can't be elected without the Republicans. That's why the Republicans of this wretched state need to get organized and use the power they have to reign in RINOs and to let them know that we'll settle for a Democrat over them.

    Gun owners haven't done well at all under Hogan's administration. The HQL law is one of the most useless, repressive laws, making Maryland one of the worse states to live for gun owners. If we vote for him because he's Republican, we're our own worst enemy. He's a disaster on wheels. I'm a Libertarian, but I would work with Republicans to oust this guy. He's one of the most despicable, shameless, foul and blatantly loathsome governors ever to wear the the Republican label.

    According to Maryland Shall Issue:

    Governor Hogan disregarded our veto requests and has signed the Handun Permit Review Board Bill (HB 819) , and the “red flag” bill (HB 1302). As detailed in our veto letters to the Governor (the letter on HB 819 can be found HERE, and HB 1302 letter can be found HERE), both bills were bad, but the HB 1302 “red flag” bill was the worst.

    Basically, under that bill as it became law, virtually anyone can ask a law enforcement officer to file an ex parte petition with a state district court judge or commissioner and allege that the gun owner poses an immediate danger to himself/herself or others because (and only because) he or she possesses firearms. If the court issues the order, the police can show up on the doorstep and seize the person’s firearms without notice or warning. HB 819 did not abolish the Board but added an additional layer of “de novo” review that allows either the applicant or the Maryland State Police to appeal the Board’s decision to the Office of Administrative Hearings for a new, de novo formal hearing before a state Administrative Law Judge (ALJ). That will give the MSP a second bite at the apple to appeal Board decisions they don’t like without going to court. Decisions of the ALJ can then be appealed to the court. The bill also creates new time deadlines for the Board and the ALJ to hear cases.

    He may need the support of Democrats to stay in office, but like I said, he also needs the support of Republicans. We need to be rid of this man if we're ever to get someone else in office. I really detest the man. He's two-faced and has not a shred of good sense. I'd urge all my friends and fellow Republicans (if I were one) to not vote for the man and to actively support his opponent. A Democrat is a snake who knows he's a snake; however Hogan is a snake posing as an eagle. He takes our votes and betrays us and his party.

    Packing to where exactly? Hogan will go back to real estate and being a multi millionaire with nice digs. The only people packing if Jealous wins will be the taxpayers like me who refuse to pay for Jealous $24 billion new handout scheme.

    I completely agree with this. I don't think he will have a chance in hell running for anything else as a Republican.

    He may be able to angle that he can "unite" the Democratic and Republican party but I don't think that will get him far.

    In my opinion, the Republicans will never accept someone who has shown some Democratic streaks and same for the Democrats.
