Ok , * substantive * might be a bit too much . How about :
1. In a section other than Introductions
2. At least somewhat contributing to the conversation .
There have been spankings , and post count reductions for blatent Post Count Padding , even though those have usually been attributed to trying to gain quick access to the classifieds rather than the WC .
