Yup, that's how I took it. But in the context of the other things she said, she's kind of incoherent on the broader subject. She seemed to be pretty much using the occasion of talking about a bill aimed at locking up violent repeat offenders to cough up a thinly veiled dose of the usual BLM anti-cop rhetoric.
