I feel for you but you can' t harass them as it is a Federal crime. A local builder in Davidsonville was harassing a pelican in Florida and got 90 days plus fines for it.

According to the fish and wildlife service that is incorrect.

Because both Black and Turkey vultures are federally protected migratory birds, a federal authorization (permit) is necessary to legally “take” them. However, a permit is not necessary to “harass” or otherwise disperse or discourage vultures from using areas where they may be a potential threat to livestock.

The migratory bird act says nothing about harrassing. All of the language pertains to hunting, killing, capturing or attempting to do those things to the included birds, and or nests etc.

it is unlawful at any time, by any means or in any manner, to pursue, hunt, take, capture, kill, attempt to transport or cause to be transported, carry or cause to be carried, or receive for shipment, transportation, carriage, or export, any migratory bird, any part, nest, or egg of any such bird, or any product, whether or not manufactured, which consists, or is composed in whole or in part, of any such bird or any part, nest, or egg thereof, included in the terms of the conventions for the protection and conservation of migratory birds...It is also unlawful to ship, transport, or carry, by any means whatever, from one state, territory, or district to or through another state, territory, or district, or to or through a foreign country, any bird, or any part, nest, or egg thereof, captured, killed, taken, shipped, transported, or carried at any time contrary to the laws of the state, territory, or district in which it was captured, killed, or taken, or from which it was shipped, transported, or carried

Black Powder cannon may be an option. No projectile needed, just the sound alone should drive them away.

My guess is that guy with the pelican got rung up on some Florida state law and not this federal statute. I suspect the answer could be found with a quick google search.

A low power Airsoft Electric gun. They are cheap, quiet and most of the inexpensive ones you can barely feel through clothes, though are not generally very accurate. Biodegradable BB's for it disappear fairly quickly too. Though could hurt them if it hits them in the eye/neck. (If your not familiar, airsoft bb's are 6mm diameter and really light, usually .18 to .3 grams) Most sporting goods stores carry them, well ones that sell firearms/etc. And some Walmarts have them.

A neighbor of mine uses one to shoo away raccoons from their trash area, says it works well.

Question, do you have any idea why they are roosting there? Have you call DNR and asked for help from them?
