Yes. You fill out a 77r and wait 7 days. It's treated as regulated in Maryland despite not actually being regulated. You do not need an HQL.
There are literally hundreds of forums on here and on google that discuss this. I suggest you check out the search bar.
Not trying to be a jerk, but these exact questions get asked with painful regularity.
If your next question is about what qualifies as an HBAR... please spare us.

7 days with a 77R for AR-15, no HQL required. AR-10 and AR-9 are cash and carry.
