    (a) No person or persons over 16 years of age, while wearing any mask, hood, or device whereby any portion of the face is hidden, concealed, or covered as to conceal the identity of the wearer, shall

    (1) Enter upon, be, or appear upon any lane, walk, alley, street, road highway, or other public way in the District of Columbia;

    You missed all the important stuff. This requires intent. It's designed to provide additional charges against masked rioters, discourage the Klan and allow the police to single out Black Block members when the whole protest is in technical violation of a law.

    Who defines intent? This is a slippery slope. I can piss off a snowflake by just being.

    I know what they mean but it can be abused.

    Law is often written in a back asward sort of way meaning you have to read till the end to get info that most ppl would have liked to have know at the beginning. Basically the law states that it's illegal for anyone over the age of 16 to conceal their identity when they have the intent to commit a crime.

    It would actually be a violation of freedom of speech and the right to privacy to prevent someone from wearing a mask without justifiable cause.

    This law already exists in Delaware. They use it to add "extra time" in sentencing. It's pretty meaningless since they let just about everyone out early. :sad20:
