Could just put a brace on it and not pin/weld it. Pre 13 lowers...I know someone with good hair and a few in a box...

Good price, makes me wish I had a "pre election credit card" for "panic buys".

What's the legality of being in possession of one of these without a tax stamp? Vacation to club fed?

Not a lawyer double check but legal on pistols so legal to own. Just make sure you don't only own rifles to avoid constructive possession. If you get a stripped lower transferred as an other or an AR Pistol you should be good.

It's 100% legal to possess these without a tax stamp.

If you mate it to a rifle lower, you become eligible for up to 10 years in federal prison and loss of your gun rights/voting rights for life.

edit: as above poster mentioned, best to have an pistol lower or a registered SBR lower to avoid constructive possession.

Only if it is next to your rifle and it can be proven that you intend to assemble the two. About the only way that could happen is if you are pulled over and LE observes you have said upper next to the rifle. I have heard of this law being enforced, but it's rare.
