No. OAL is never measured by the handguard, unless the handguard would be somehow permanently attached to the barrel itself. The ATF has a clearly defined method of measuring overall length (which the MSP follows):

This does not include "non-permanently attached" muzzle devices, but DOES include "permanently attached" ones. A "permanently attached" muzzle device is defined as:

What some companies or people have done in the past is to permanently attach a large diameter sleeve to the end of the barrel so that the threads of the muzzle are exposed inside the sleeve. Thus the sleeve counts as part of the length of the barrel and the OAL of the gun. Then you can slide a suppressor inside the sleeve and thread it on to the barrel. TacSol makes a couple products like this:

Ah, right, that Tactical Solutions upper is exactly what I was thinking about.

Yeah - those are totally legit because the shroud, since it is welded on to the barrel, basically becomes a really long permanently attached muzzle device.

Thanks for this. Does anyone happen to know how that method might apply to the Triarii? The entire one-piece chassis may be able to meet the 29" threshold depending on buffer tube/folder/stock choices. But if it absolutely needs to be barrel length - impossible without an absurd replacement barrel.
