Wear amd carry was passed in 1972 in order to justify a racist "stop and frisk" law that was passed with it as emergency legislation. Criminal 4-203 is the wear and carry, and criminal 4-206 is its stop and frisk twin brother.

The baltimore judiciary, and citizens have effectively nullified the stop and frisk convictions. There is no longer a need for the wear and carry law to exist.

I would have to ask what's missing from this all. Would such a bill really force the judges to prosecution to do their jobs?

He's talking about a study of a bunch of boys in a room with guns. No idiot, a kid is not going to just 'find' my gun and hurt someone.
They've never heard of holsters? Apparently they work pretty well. By this logic, no kids are safe around police officers either.

Delegate Conway wondering how this would apply to someone who's the legal owner of a handgun. I'm not understanding his question.

She should be ashamed of herself for using her pain and suffering and the loss of her daughter as a weapon to take our firearms.
She doesn't care. Another human killed her daughter, and you can't outlaw all humans, so transfer the blame to what the evil human used.

    First step?

What if she were arrested for carrying a gun while just walking her dog. Then a few years later, she accidentally is found with another gun simply on her in violation of some law. If this law passes, no matter the circumstances she must go to jail, mandatory minimum.

Delegate Conway concerned about otherwise lawful citizens being hit for carrying without a permit.

Another legislator asks abound legally owned and registered and is caught with the appropriate permit, what happens. Witnesses unable to answer if it would be a disqualifying offense for a permit in the future.
Don't know if situation described is lifetime prohibition.

Another delegate asking about how many people are being charged specifically for this crime and what other crimes they're committing.
