All my PA friends have permits, they grumble about having to go unarmed when they come to Maryland.

If you don't have a Md ccw can you still get a NR ccw permit from Pa.

PA doesn't have a non-resident permit. For non-PA residents to get a permit, they have to have a permit from their state of residence. That means they only honor Utah permits if you're a Utah resident. There may be an exception or two, but that's the gist.

Thing is I've seen a noticeable increase in open carry since Bloomburg and his pet AGs started this crap. You can still transport a loaded firearm on ANY states permit, and OC doesn't require a permit outside of Philly. Seems that is the route most go.
