I was at the Winchester show last weekend and found something to buy, froma private seller. So I had to find an FFL to do the transfer, one said NO, another had all sorts of conditions. Finally found a GOOD one to deal with.
So if you need to buy in VA or someone to handle a transfer at a show, look up DK Firearms. They are out of Bowling Green, VA, and handled the transfer for me, once they checked the MD list to make sure the rifle was on it. He had some nice stuff for sale. Crates of Mosins (round and hex receiver), including a number of nice M44 carbines.
$20 transfer fee plus $5 for VA State Police for the NICS check (the $5 fee is printing on the VA form for out of state buyers, $3 for VA residents).
