The forms are fully editable on my website here: http://www.potomacguntrusts.com/atf-forms-and-state-resources.html When you click on them, save a copy to your computer and then open with Adobe when using Windows 10.
the Form 1 and Form 4 don't appear to be editable. The Form 20 does work.

Problem solved and thanks to Roby.
They were editable if you knew that using Adobe's tool bar and clicking on Fill & Sign would work. I did not know about that and I hope I did not make a pest of myself pm'ing Roby. He fixed it so even I can do it, without using Fill & Sign

The other issue was I was using PDF Xchange pdf viewer. Acrobat works fine.

Thanks PGT for the resource, Yeah I'm a slacker too forgot all about this one...sorry. I did in fact have Forms 1/4/and 5320.20 that are fillable.
Has anyone tried to use the F4? I had some issues. The fonts are too big for some of the text boxes, some of the yes/no questions only have one text box for both yes and no. So you can't select yes or no., just one X in the whole yes no area.

I tried it after seeing your post. The more you type in a given box, the smaller the font gets.
For the single block Y/N areas type X for yes (space)X for no
Line 5 & 6 seems to be a problem
