I have had good luck with a couple of inexpensive Pinty green lasers. One on 5.56, one on 9mm. Both are holding zero well, but you have to make sure to get the mounts tight. Surprisingly solid adjustments.
A tip: After making any adjustment to the laser, tap it lightly and check to insure it has not moved. Once it is set, you are good to go.

Look at what the military has run for the last decade plus. A surplus one of those (if it fits your platform) will be real hard to beat.

That's an IR laser, but you've got the right idea. Really high quality lasers ain't cheap.

A vendor at the last Nation’s Gun Show had DBAL-A2s with boxes and papers for $800 or $900 apiece. Those are full power lasers.
If you specifically don’t want IR, Steiner used to make the OTAL-C with visible lasers.
The Russian Zenitco Persts are easily obtainable, cheap, and tough. Their IR beams are full power, but the visible beams are not. The Perst-4 lacks an IR illuminator, so it’s fairly cheap compared to a Perst-3 that has one.
