    The 4-0 vote by the Carroll County Board of Commissioners in favor of a resolution supporting Second Amendment rights was met with thunderous applause and a standing ovation by the crowd that attended Wednesday night’s forum at Carroll Community College in Westminster.

    The resolution declares Carroll as a “Second Amendment Sanctuary County” by having the board of commissioners express its opposition to Gov. Martin O’Malley’s Firearm Safety Act of 2013. The law, which takes effect Oct. 1, bans the sale of 45 “military-style assault weapons,” requires fingerprinting for gun ownership, reduces the number of bullets magazines can legally hold from 20 to 10 and prohibits the mentally ill from owning guns.

    Too far gone
    IMO whenever a county decides to not abide by certain legislative actions, the state and fed just "smoke them out" by holding back much needed money for schools, infrastructure projects, etc? Is this a possibility in this case?

    The County can’t nullify the state legislation. Maryland law provides that:

    (a) Except as otherwise provided in this section, the State preempts the right of a county, municipal corporation, or special taxing district to regulate the purchase, sale, taxation, transfer, manufacture, repair, ownership, possession, and transportation of:

    (1) a handgun, rifle, or shotgun; and

    (2) ammunition for and components of a handgun, rifle, or shotgun.

    Exceptions

    (b)(1) A county, municipal corporation, or special taxing district may regulate the purchase, sale, transfer, ownership, possession, and transportation of the items listed in subsection (a) of this section:

    (i) with respect to minors;

    (ii) with respect to law enforcement officials of the subdivision; and

    (iii) except as provided in paragraph (2) of this subsection, within 100 yards of or in a park, church, school, public building, and other place of public assembly.

    Md. Code Ann., Crim. Law § 4-209 (2010). The county has no authority to regulate the ownership of guns unless one of the exceptions in subsection (b) apply, which is not the case here. Thus, any nullification ordinances would be meaningless.

    Takoma Park manages to ignore every state and federal law it doesn't like. San Francisco is, well, San Francisco.

    This needs to go to the citizens, state-wide.

    Re-read the resolution and pay attention to the term 'Reserve Resources'.

    It would be feasible to apply at the county level for a CC... Reserve Resource position.;)
