I believe so. I'm pretty sure last time I got my license in pa there was a bear tag along with all the other normal ones.

I haven't hunted bear up there since I got my bruin in 1997, but back then, it was $120.00 for the out of state license and $36.00 for the bear tag (OTC).

PA seems to have managed the bear seasons well. I think they get approximately 2,500 to 3,000 bears checked in state-wide per year. I shot mine in clearfield county, but I hear Bedford County has been pretty productive as well.

One thing is for sure - During Bear season you will see some nice bucks. During buck season, you'll see bear!
