    idk what the other preemption one does, but they really need to stop exempting Philly from the constitution.

    The NRA is a leader in the "constitutional carry" movement where law-abiding individuals are not required to obtain a government permit to carry a firearm for lawful purposes. Today’s vote advances the fight to protect and expand the right of law-abiding Pennsylvanians to carry, and remove unnecessary government red tape and delays from the process.

    No, not merely for residents.

    (a) Declaration.--Notwithstanding any other provision of
    law, every person present in this Commonwealth WHO IS NOT
    PROHIBITED FROM POSSESSING FIREARMS UNDER FEDERAL LAW OR THE
    LAWS OF THIS COMMONWEALTH shall have an affirmative, fundamental
    and constitutional right to keep and bear firearms, including
    the right to carry openly or concealed, carry loaded or
    unloaded, train with, transport, possess, use, acquire,
    purchase, transfer, inherit, buy, sell, give or otherwise
    dispose of or receive any firearm or self-defense device without
    a license , permission or restriction TO CARRY A FIREARM of any
    kind from or by this Commonwealth or any of its political
    subdivisions.

    edit: This bill also appears to repeal 6108 the philly rule (see p8, that section deleted)

    It's going nowhere with Wolf in charge

    It may not go anywhere this year, but it sets the stage for potential passage later after the next gubernatorial election.

    Does PA have the same legislative rule that MDGA does that limits a bill to one topic (no matter how much MDGA ignores it in practice)? If not, the same language could be buried in some other "must pass" bill, even if Wolf isn't happy with it.

    PA's house is 113-88(2 vacant) Republican, the Senate is 28/1-21 Republican, but takes 2/3 of present members to over-ride a veto(up to 134 house, 34 in the Senate), and a majority for quorum to hold the vote at all. So unless half the Democrats don't show up or 1/4 side with Republicans it won't pass till a Republican becomes Governor. They had a chance before Wolf, but wasn't much of a priority at the time.

    Sadly it will be vetoed by the Gov. and there won’t be enough votes to override the veto.
    However take a look at Ohio…. Their bill for constitutional carry is likely to pass. Ohio is a Trifecta state with a super majority in both houses.

    Yea, I agree they can't stay on the topic. Except for a very few, they are all over the place. The one that's most audacious is the one that says if we allow black people to carry w/o a permit that more of them will get shot by police.
    You gotta wonder if these people even have a grasp on the law at all or just like spewing platitudes.

    A few other gems- Legislator says a gun owner asked her to go to Harrisburg to fight for gun control

    Legislator says he's an NRA member and voting against this bill "because it's wrong"

    Legislator who says she's against the bill says she collects Colts and has a carry permit says "no one is taking your guns away"

    Legislator uses stats from the VPC, talks about firearm suicides in speech opposing constitutional carry.

    I hope the folks in PA sweep these idiots out in 2022.

    Never gonna happen while Wolfe is governor.

    Open carry is constitutional carry, except for Philly.

    Wolfe is termed out for 2022. The Biden approval across swing states is now in the mid 30's and the GOP has their largest lead in the generic polls ever.

    A big showing in PA in 2022 could help get this done.
