Ah, maybe I'm missing something here - if you've already got a lower, it is [relatively] simple to make a CAD for it and plenty of software to convert that into g-code.

But, the more troubling part is the implication that national security trumps free speech. Just because a computer can understand the speech doesn't mean its not protected.

I guess encryption isn't scary and no one gets hurt from it (that's sarcasm by the way...)

I henceforth declare that jurisprudence is a national security concern and no computers may be used in the preparation of suits, opinions, or rulings.

    This is what I expected.

Based on the BATFE and CNC finishing of 80% lowers. That the person who did the program is the manufacturer, not the person using that program.

So you can write your own 3D printer file to make a firearm, but you cannot use someone else's.

The next step is declaring jigs illegal, by the same logic

Yes, or even CNC machines like I have in my garage. I can take a block of aluminum and turn it into a lower in about 8 hours and have something far more potent than those silly little plastic "guns".

A clear case of the judges not really looking at the facts of the case but letting their personal biases and in this case dream world creep in.
