HB43 is interesting and follows the trend of other states, preventing state agencies, political subdivisions of VA, or state employee from participating in investigation & confiscation activities related to any federal firearms laws passed after Dec1, 2013 or in the requirements for intrastate (VA res to VA res) sales/transfers/gifts by non-FFLs.
HB61 is sponsored by Del. Delores McQuinn from the Richmond area, a Democrat with a 0% rating from the NRA. The main piece of this bill is to prevent the sale or rental to non-residents of rifles, shotguns, or assault weapons (yes it is a term in VA law, I think a carry-over from the 1994 fed law). I haven't had any luck determining if "rent" is defined in VA law like it is in MD law.
