Also this might mess up people doing NFA trusts, but maybe not. I think people do those trusts to ensure the assets remain transferable, not to avoid background checks.
41P has been being worked on for YEARS. Not from this week. BATFE just published the rule, not a EA.
But people do trusts for a few reasons:
1) Avoiding CLEO sign off
2) Avoiding photo and finger prints for EACH Form 1 or Form 4 filed.
3) Allowing more than one person to have access and use of NFA items. With an individual transfer, only that person can have access, and must be present when it is not locked in the safe.
Transferable is not a problem, all NFA items are inheritable without fee.
